The National Highway Traffic Safety Administration (NHTSA) assists States seeking to strengthen their safety belt use laws in order to increase public compliance and mitigate or prevent serious crash injuries. In performing this contract, the contractor will conduct extensive interviews and meetings with experts to identify, nationwide and in a sample of states, what has been effective and ineffective in passing traffic safety laws with primary enforcement and strong provisions. The project will look at legislative provisions and circumstances within states that facilitated or deterred the legislation, and associated legislative proceedings, strategies, tactics, and negotiations. It will explore the roles of government, traffic safety and public health organizations, legislative opponents, and the media. Preliminary findings will be reviewed by experts. The Final Report will compile legislative guidelines considered most likely to be effective in upgrading provisions such as primary belt law enforcement. Offerors should have prior experience dealing with State legislators, legislative staff, and lobbyists, preferably in several states.
