This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations (RFQ). The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This solicitation is 100% set aside for small business concerns. The Standard Industrial Code (SIC) is 2451. The size standard is 500 employees. The work will include but is not limited to all labor, supervision, tools, materials, equipment, transportation and facilities necessary to construct, deliver, set-up, level and tie-down the relocatable facilities identified herein, complete and ready for use at the Marine Corps Base, Camp Pendleton, California.The relocatable facilities shall be set up and ready for occupancy 45 days after award of this contract. This contract shall be a firm-fixed price requirement for the acquisition of the commercial use mobile building in accordance with the specifications stated herein. The contract schedule will be as follows: Item 0001, All work to provide the relocatable facilities described herein, including modification, purchase, delivery, assembly, level, anchor and set-up, complete and ready for use. GENERAL BUILDING REQUIREMENTS. The relocatable facilities provided shall be new and meet B 2 occupancy standards (with options as identified in the following paragraphs) for commercial coach building as approved by the Department of Housing for the State of California. The relocatable facilities shall contain approximately 2160 square feet [36' X 60' exterior dimension], and shall be set up on location and according to appropriate codes and regulations. The relocatable facilities, at the site, shall comply with the Uniform Building Code Seismic, wind, and static loading requirements for the occupancy indicated. STAIRS, LANDING AND HANDICAP RAMP. Provide and install the required minimum size stairs with landing and handicap ramp where designated. The stairs landing and ramp shall be rigidly constructed and coated with a non-skid surface; have handrails, guardrails and meet all applicable requirements of the Uniform Building Code. EXTERIOR FINISH. The relocatable facilities shall be neutral in color, i.e., beige or tan siding with contrasting brown trim with skirting to match. WINDOWS. Provide no windows. WINDOW COVERINGS. Provide no window coverings. DOORS. Provide two (2) exterior metal clad door with deadbolts, panic hardware and hydraulic closer. Doors shall meet applicable requirements of NFPA 101 and American Disabilities Act (ADA). WALLS. Provide 2" X 6" exterior framing with R-19 insulation, covered with 5/8" T1-11 plywood grooved 8" o.c. painted tan with brown trim. All interior walls shall have 5/8" textured drywall painted Arizona White (Latex flat ). FLOOR COVERING. Provide 20 ounce industrial pile carpeting (neutral color) throughout. ELECTRICAL WIRING AND EQUIPMENT. Comply with the requirements of NFPA 70, the California State Electrical Safety Code, and the following requirements: (1) All wire shall be copper. (2) Panelboard: Circuit breaker type for connection to 100 amp single phase, 120/240 volt feeder. Service connections will be made from underground power supply directly to service panel. The Government will make service connection. (3) Receptacles: Provide and install 125 VAC, NEMA 5-20R, 20A 3-wire grounding type duplex convenience receptacles in 2-gang boxes at each location. All receptacles shall be spaced at eight (8') foot intervals and wired in accordance with the latest edition of the National Electrical Code. (4) Lighting: Provide and install energy efficient diffused fluorescent lighting with electronic ballast and T-8 lamps in 2' X 4' fixtures in accordance with applicable codes. (5) Provide and install two (2) energy efficient interior emergency exit lights (light emitting diode [LED] type) with battery back-up mounted inside above exit doors. HEATING AND AIR CONDITIONING SYSTEM. Provide electric heating and air conditioning units thermostatically controlled and capable of maintaining interior temperature above 65o F. when outside temperature is 40o F and below 650 F. when outside temperature is 100o F. Normal office occupancy and heat generating equipment shall be considered when sizing equipment and maintaining interior temperature. TELEPHONE WIRING, GANG BOXES, TERMINAL BLOCK AND CABINET. Provide, install and label phone wire (six (6) pair) from each location, adjacent to electrical outlets, run through a minimum 3/4" conduit from 1-gang box back to telephone terminal block secured in either metal, wood or plastic cabinet with door at the location to be indicated. Gang boxes shall be flush mounted at each location and have approximately 12 inches of excess phone wire remaining at the gang box end andconnected at terminal block end. The Contractor shall provide and install box covers for each box. DELIVERY AND SET-UP. The complete delivery and set-up of the relocatable facilities shall be ready for occupancy 45 days after contract award. Delivery and set-up shall include: a. Delivery of relocatable facilities, stairs, landing and handicap ramp to the site. b. Locating, assembly, installing anchors/tie-downs and leveling; using as a minimum, four inch (4") blocking to prevent leveling jacks from sinking. NOTE: BEFORE TRENCHING OR DIGGING -- LOCATING SERVICES REQUIRE TEN (10) WORKING DAY ADVANCE NOTICE. WARRANTY. The Contractor agrees that the work furnished under this contract, all parts material and workmanship, shall be covered by the most favorable warranties the Contractor gives to any customer. a. The Contractor shall remedy at the Contractor's expense any failure to conform, or any defect, of parts material and workmanship. b. The Contracting Officer will notify the Contractor, in writing within a reasonable time after the discovery of any failure, or defect determined by the Government to be due to the performance of the work under this contract. CONTRACTOR AVAILABILITY. The Contractor shall be available at all times while work is being performed on this contract. Telephone calls to the contract superintendent shall be responded to within 60 minutes. WORK SCHEDULE. The schedule shall list the start date and time and the estimated time of completion. The work schedule shall be submitted to the Contracting Officer for approval at the pre-performance meeting. Once approved, all work shall be performed in strict compliance with the work schedule to facilitate the Government's inspection of the work. Changes to the work schedule shall be submitted for the Contracting Officer's approval at least three working days prior to performance. PRE-PERFORMANCE CONFERENCE: A Pre-performance conference will be held within 3 days prior to the Contractor beginning work to discuss the general terms of the contract. Theprovision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. Offerors should submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clauses at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items apply to this acquisition and will form a part of any resulting contract.
