Office of Solid Waste (OSW) desires Technical Support for Hazardous
Waste Minimization and Management to assist the Agency in carrying out
the requirements of the Resource Conservation and Recovery Act (RCRA)
of 1976, as amended by the 1984 Hazardous and Solid Waste Amendments
(HSWA) as well as those imposed under subsequent reauthorizations.
Under this procurement, the contractor will assist in providing a broad
range of technical support activities including: the collection and
analysis of hazardous waste management data; the development and
evaluation of waste minimization and management alternatives; the
development and delivery of training programs; technical assistance to
EPA, other federal, state, tribal, and local governments, and
industry; and the development of regulations, guidance documents,
regulatory options, outreach materials and publications. The contractor
must also possess specialized knowledge in generation, prevention,
waste minimization, hazardous waste management facilities/systems, and
in conducting environmental, economic, regulatory and risk analyses.
It is anticipated that this will be a competitive, cost-plus-fixed-fee
contract. The anticipated release date for the Request for Proposals
(RFP) is July 10, 1997. The anticipated level-of-effort provides for a
one-year base period of 19,954 direct labor hours in the base
quantity, with optional quantities potentially totaling 9,977 direct
labor hours; a one-year Option Period 1 base quantity of 18,880 direct
labor hours, with optional quantities potentially totaling 9,440
direct labor hours; a one-year Option Period 2 base quantity of 21,846
direct labor hours, with optional quantities potentially totaling
10,923 direct labor hours; and a one-year Option Period 3 base quantity
of 20,498 direct labor hours, with optional quantities potentially
totaling 10,249 direct labor hours. The total potential level-of-effort
is 121,767 direct labor hours. The purpose of this CBD announcement is
to notify potential offerors of EPA's requirement, generate the source
list, and to direct interested parties to the EPA's "Doing Business

Business with EPA." Also posted on the Internet will be an ongoing
status update to inform interested parties of current information
related to the procurement. EPA does not anticipate printing hundreds
of copies of the RFP, therefore, Potential Offerors are requested to
download the RFP and amendments from this location, rather than
requesting hard copies from this office. If a Potential Offeror does
not have the capability to access this information on the Internet,
they are asked to submit written certification of this fact, via E-Mail
