USAID Cambodia requires the nonpersonal services of an individual to act as expert advisor to the Royal Government of Cambodia (RGC) Ministry of Economy and Finance in the area of tax reform. The contract is a one year follow-on to assistance previously provided by the International Monetary Fund and United Nations Development Program. USAID intends to award a contract to the individual who has been providing these services to the RGC for the past two years. The basis for this determination to contract on a sole source basis is that the award of the contract to another individual would be detrimental because of the significant additional time and cost for a new individual to become familiar and effective in providing needed advice and assistance at this critical point in the RGC's effort in effecting structural reform of the Country's tax reform policies.
