COMMERCE BUSINESS DAILY ISSUE OF JULY 2,1997 PSA#1879GPS SYSTEM-LEVEL ARCHITECTURE UPGRADE DEVELOPMENT NAVSTAR GLOBAL
POSITIONING SYSTEM (GPS) INDUSTRY DAYS. NAVSTAR Global Positioning
System (GPS) Joint Program Office (JPO) intends to keep industry
involved and updated on planned modifications to GPS, including the
Navigation Warfare (Navwar) program, by hosting Industry Days on 17 and
18 July 1997. Navwar is the subset of activities designed to protect
the operational use of GPS during times of conflict by Department of
Defense (DoD) and U.S. Allies, while preventing the use of GPS by
adversaries, without impacting civil use outside the combat arena. In
keeping with the program schedule briefed during Industry Days held in
Oct 96, Jan 97 and Apr 97, the Government is continuing to plan for a
multifaceted, predominantly Engineering/Manufacturing Development
(EMD), effort. Although some activities may be provided for under
existing contracts, the Government anticipates the award of one or more
separate contracts for EMD and Production. The intent of the
acquisition is to develop user equipment and augmentation required to
respond to Navwar, and other military requirements, in the context of
a system-level effort to modernize GPS. Additions to the space and
control segment to improve performance for the civil as well as
military community are also being considered. Prevention activities
will not be addressed in detail within this forum. The acquisition
should take maximum advantage of acquisition reform initiatives,
minimize system life-cycle costs, maximize opportunities for
competition, reduce Government oversight and be postured to respond
quickly, at minimum cost, to new airspace requirements and evolving
threats. The Navwar portion of the program requires the prime
contractor to be U.S. owned, controlled and on-shore. Off-shore
subcontractors are authorized for non-restricted portions of the
acquisition. Industry Days will be held at the Aerospace Corporation,
Bldg. A-8, 2350 El Segundo Blvd., El Segundo CA and will begin with
Government briefings to industry from 0800 until 1200 on current
Government plans and concerns. Attendance is limited to no more than
ten (10) people from each company/division. Industry will then have an
opportunity to provide feedback and ask questions of the Government
during one-on-one sessions from 1300 to 1700 and from 0800 to 1700 on
18 Jul. The limit of ten (10) people from each company/division does
not apply to these briefings. During one-on-one meetings, preferred
topics for discussion include: advanced anti-jamming technologies such
as digital receivers, beam forming/steering antennas and acquisition
strategy. Time allotted for the one-on-one meetings will depend upon
the number of meetings requested. Abstracts of each briefing, in
sufficient detail for our office to assure we have the appropriate
contract or technical personnel in attendance, are required in advance.
Contractors are asked to provide Mr. Flippo a digitized copy of the
briefing on a 3.5 inch diskette in either MS Word or PowerPoint.
Governmentbriefings to industry will be at the "Secret U.S. Only"
level. Written advance requests for admittance are required. Submit
visit requests, abstracts, and requests for one-on- one meetings by 7

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. This synopsis is
