each and a maximum quantity of 150 each, SATCOM Antenna's, Mfr. Chelton
Electrostatics Inc., Part NO. 19-409. The specifications for the SATCOM
Antenna's are as follows: The SATCOM Antenna will be used within the
EA-6B aircraft to transmit and receive secure tactical data from
satellites. The Satellite Communications Antenna is used in Conjunction
with the Multi-mission Advanced Tactical Terminal (MATT) to receive the
following satellite tactical broadcasts: TADIX-B, TRAPS, and TIBS. The
antenna must fit in the existing hole pattern of the ADF antenna type
number AS909/ARA-48 with little or no aircraft modification. The total
height of the antenna must be equal to or less than 4.15 inches to fit
under an existing radome. The mounting flange to the bottom of the
antenna must be equal to or less than 1.15 inches. Top of antenna to
mounting flange must be equal to or less than 2.8 inches and must
conform to contour of existing radome part number 128BP30135-11. The
antenna must meet the minimum gain requirement at each frequency point
within the antenna operating bandwidth measured over 360 degrees in
azimuth coverage for the following elevation angles: +1.5 dBic at 90
degrees, +1.0 dBic at 60 degrees, -1.5 dBic at 45 degrees, -5.0 dBic at
30 degrees. The antenna shall be capable of transmitting 150 Watts of
power in the satellite uplink frequency bandwidth. The antenna must be
fully qualified to the EA-6B environmental requirements as defined by
MIL-STD-810, MIL-E-5400, MIL-STD-785, MIL-R-7705 and MIL-STD-454. The
SATCOM Antenna, Chelton P/N 19-409, meets the performance
specifications of the MATT and the physical dimensions and
environmental requirements of the EA-6B. Delivery shall commence within
120 days from the effective date of the contract. Delivery rate shall
be 10 units per month. Accelerated delivery is acceptable. F.O.B.
destination terms apply with inspection and acceptance at Origin. The
acquisition of the SATCOM Antenna is essential to the Government's
requirements, thereby precluding consideration of a product
manufactured by another company. The intended Chelton Electrostatics
Incorporated source has been fully tested and proven to meet system
integration requirements. Therefore, this acquisition will be issued on
a sole-source basis in accordance with FAR 6.302-1(c) for the Chelton
Electrostatics Incorporated brand name Antenna's. All responsible
sources may submit an offer which will be considered by this Agency.
