Center Division, Newport (NAVUNSEAWARCENDIVNPT) is soliciting proposals
from industry for engineering, fabrication, assembly, inspection,
testing, and delivery of a quantity of 660 high rate, non-mercury, 140
amp-hour, Zinc-Silver Oxide (Zn-AgO) Battery Cells with a quantity of
8 Fill kits, 8 Maintenance Kits, and data deliverables. A solicitation
will be issued that includes a Statement of Work (SOW) and NAVSEA
drawings supported by a Near-Term Mine Reconnaissance System (NTMRS)
Cell Specification delineating performance requirements. The Government
intends to make a SINGLE AWARD for a basic quantity including two
Options that may be exercised for the same amounts. Offerors are
required to submit Technical and Cost volumes describing their
engineering and manufacturing processes, management approach, quality
control, past performance, schedule and cost control mechanisms,
corporate experience with Zn-AgO Battery Cells, estimated Silver
requirements and cost estimate (excl usive of the cost of Silver). If
an offeror has not manufactured any Battery Cells of this type for the
Government within the past three years, the offeror will also be
required to submit with it's proposal a fully operational physical
sample Zn-AgO Battery Cell for Government inspection and testing. The
successful offeror will be determined by a source selection process
that includes best value criteria. The adjusted cost estimate will
include the offeror's quoted unit price per Battery Cell plus the
Government's estimate for the cost of Silver. The amount of Silver
required will be determined from the offeror's proposal. The Government
reserves the right to employ the services of Mr. James Modem (Vitro) as
a consultant in the proposal review process. Proposal length, exclusive
of cost and pricing data, should not exceed thirty (30) 81/2 X 11inch
typewritten pages. All requests for the solicitation must be in writing
on company letterhead. Include in request your name, address,
