Firearms intends to negotiate on a sole source basis with Stone House
Media for the purchase of an interactive fire investigation tool on
CD-ROM. ATF is currently developing this interactive fire investigation
computer based training tool which will ultimately be delivered on
CD-ROM. Due to the complexity of fire investigations and the three
dimensional detail which will be necessary to accurately and properly
portray the feel of a fire investigation, it will be necessary to
utilize the most cutting edge technology available. One of these
technologies is Photo-realistic Quick Time Virtual Reality (QTVR). QTVR
allows for a continuous view of rapidly occurring events with minimal
distortion or loss of detail This would allow the user to navigate
through a fire scenarieo with their own eyes instead of the eyes of a
third person "observer" and be able to make observations from all
conceivable angles. After extensive market research, Stone House Media
wasthe only company found to possesss these abilities. See numbered
