Air Force in Europe is contemplating issuing a draft solicitation
package for industry review and market research. The solicitation
package specifies provisions for Northern Communications (NORTHCOMM)
Defense Information Infrastructure (DII) Operation and Maintenance
(O&M). The places of performance are manned and unmanned sites
throughout the United Kingdom and Germany. Generally speaking, the
NORTHCOMM requirements consist of systems control, wideband
maintenance, and power production. The O&M effort will require the
contractor to perform both scheduled and unscheduled maintenance of
equipment, and have the ability to deploy mobile maintenance teams.
Contractors will also be required to provide job control, planning and
scheduling, quality control, and material control support. The
security requirement for the offeror awarded the contract is U.S.
Secret. A 3-month phase-in period is projected beginning 01 Jul 98,
with basic contract performance beginning 01 Oct 98. The acquisition
isanticipated to use negotiated request for proposal procedures as
specified in FAR Part 15. It is estimated that the formal Request for
Proposal will be released Sep 97. A firm fixed price contract will be
awarded to one responsible, responsive offeror who submits a proposal
considered the most advantageoud to the Government. Interested offerors
