Assembled Chemical Weapon Assessment (PMACWA) anticipates negotiations
with the Mitretek Systems, Incorporated, McClean, VA on a sole source
basis. The PMACWA requires wide-ranging types of engineering analyses
in support of the mission for demonstrating at least two alternate
technologies to incineration for the disposal of chemical weapons as
mandated by Public Law 104-208. The effort will also include technical
support to include: (a) comparative evaluations of the performance of
alternative demilitarization technologies, systems, processes, and
equipment; (b) preparation of feasibility studies, performance
specifications, evaluation criteria and testing requirements of
demilitarization components and equipment; (c) analyses of
demilitarization systems safety, hazards, risks, and mitigation
measures; (d) analyses of life cycle costs, cost elements, and cost
factors in support of budgets and evaluation of alternatives; (e)
evaluations and analyses of and organizational concepts including
economic analyses and trade-off studies; (f) independent analyses of
contractor performance and deliverables (i.e. reports); and (g)
technical support to Source Selection Evaluation Boards. It is
imperative that the performance of this effort not be jeopardized by
either potential business opportunities, or business arrangements which
have been, or may be, entered into by the contractor with facility
designers, equipment manufactures, facility operators, or any other
contractors. If any responsible source other than the MITRETEK Systems
Corporation can fulfill the above requirements and wishes to submit a
