original announcement published February 21, 1997, and numbered 034229.
The National Institute of Standards and Technology (NIST) intends to
negotiate on a sole-source basis with the University of Tennessee,
Department of Physics and Astronomy, to design, assemble, and test a
system for crossed electron, laser, and gas beam experimentation (to
include modeling of collision region). This system shall provide NIST
with the capacity to generate basic data on electron attachment to
plasma processing gases. The Physics Department of the University of
Tennessee has built similar systems in the past, and for over 30 years
has been the leading department in conducting studies on electron
attachment to specific gases. As such, the department is uniquely
qualified to meet the Agency's requirement. The Contractor shall
perform the following tasks: 1)design system for crossed electron,
laser, and gas beam experimentation; 2) prepare mechanical drawings and
specify requirements of support electronics; 3)assemble system and
verify performance of individual components; and 4)perform testing of
complete system. The Contractor shall submit quarterly reports covering
work accomplished during that period of contract performance. The
period of performance is estimated to be for a base year and two option
years. The proposed contract action is for supplies or services for
which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within 15 days after date of
publication of this modification will be considered by the Government.
A determination by the Government not to compete this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Written responses shall contain sufficient
documentation to establish a bonafide capability to fulfill the
requirement. All other information publicized in the original
