SEAWOLF (LLL-69) lead acid cells, the cell case is bolted to a
retaining track in order to restrain physical movement during shipboard
applications. This is accomplished by using aretaining plate of 316
stainless steel and Inconel nuts and bolts. Under certain
circumstances, these components come in contact with battery
electrolyte (sulfuric acid) and become corroded. This solicitation
requires that the rate and type or corrosion of these components be
quantitatively and qualitatively defined. Corrosion analysis by weight
loss and electrochemical measurements will be required to accomplish
this task. As a minimum, Inconel bolts mounted to a 316 stainless steel
plate shall be contacted with sulfuric acid (battery grade) with
voltages of 2 to 250 volts DC being applied through impedances
(resistances) in accordance with the statement of work. This
requirement is being solicited on a sole source basis from Rutger's
University, Piscataway, NJ, with key personnel requirement for Dr.
Sulkind. Delivery is required F.O.B. NSWC Crane within 30 days after
contract award. A fixed price purchase order will be awarded using
Simplified Acquisition Procedures (SAP). It is anticipated that a
formal request for quote will not be issued Inquiries or requests for
