(202) 685-1864. The Fleet and Industrial Supply Center, Norfolk,
Detachment Washington, intends to purchase engineering support services
for the Mark III Correlator for the US Naval Observatory on a sole
source basis from the Massachusetts Institute of Technology, Northeast
Radio Observatory Corporation, Haystack Observatory. Haysack
Observatory is the only successful builder of full protection VLBI
correlators in the world. They are also the only known suppliers and
producers of such a product and have proprietary rights to the design
and hardware and software to the Mark III VLBI system. This follow-on
Contract is for one base year with four (4) option years, FAR 52.217-9.
Performance will take place at the US Naval Observatory in Washington,
DC The period of performance will be from 01 October 1997 through 30
September 1998, with four option years to follow. The contractor will
have to provide expertise for assistance of diagnosis of systems
problems, training of Navy personnel for maintenance purposes,
construction and procurement of spare parts, special processing
consultation, maintenance of an equipment depot at the contractor's
facility for replacement modules, hardware and software developmental
support, and related special studies. A Justification for Approval For
Other Than Full and Open Competition in accordance with FAR 6.302-1
