Standards and Technology (NIST) has a requirement for Executive
Secretariat administrative and technical writing support for the Common
Criteria Implementation Board (CCIB). The CCIB is a multinational
activity involving the governments of Canada, France, Germany,
Netherlands, United Kingdom and the United States, gathered for the
development of international standards in computer security. The
contractor shall be familiar with the nature of the CCIBs activities
and shall be responsible for participating in specified meetings of the
CCIB, preparing and maintaining agendas, minutes of the proceedings,
records of assigned actions, documenting registers and providing other
documentation as necessary to support the progress of this entity. It
is the intent of the Government to negotiate only with BDM
International Corporation, 1501 BDM Way, McLean, VA 22102, in
accordance with FAR 13.106-2(a)(5) as the only responsible source able
to satisfy the needs of this agency. BDM International has experience
as an Executive Secretariat to an international government committee,
specifically with CCIB and its immediate predecessor, and they have
experienced computer security specialists with technical writing
capabilities, who possess a deep knowledge of the history, technical
content and political aspects of the evolution of the Common Criteria
(CC), as well as knowledge of security product evaluation processes
used by the governments of the participating nations. The period of
performance is from date of contract award through December 30, 1997.
Interested persons may identify their interest and capability to
respond to the requirement or submit a quote.. This notice of intent is
not a request for competitive quotations. However, all quotes received
by the response date of 7/11/97, will be considered by the government.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. No solicitation package is available. See Numbered Note
