Simplified Acquisition procedures qualified firms to support the John
A. Volpe National Transportation Systems Center (Volpe Center) staff
with overall program management in monitoring, reviewing, advising and
reporting on project development products like procurement, finance,
value engineering, project management, systems acquisition plans and
reports, reporting on the project program and findings, and
construction phases of Federal Transit Administration (FTA)
demonstration projects such as the Turnkey Demonstration Program,
Livable Communities Initiative (LCI), transit operational and
international cooperation activities. (1) The task of monitoring will
consist of periodic trips to attend progress review meetings, Project
Management Oversight (PMO) Quarterly Review Meetings and special
events, especially when data will be collected for project oversight.
(2) The contractor will be responsible for reviewing documents produced
for demonstration projects, including requests for qualifications,
requests for proposals, regulation search of program guidance and
procedures, evaluation plans, finance plans, project management plans,
risk management procedures, final reports and conduct of special spot
reports on key Turnkey issues. (3) The contractor will also be
responsible for drafting and finalizing written comments on these
technical documents, as well as informing the Office of Research,
Demonstration and Innovation (TRI) of project progress, identifying
issues of particular importance to the Turnkey approach, attending
various industry events, conferences, workshops, seminars and meetings
as they relate to FTA's Demonstration Programs. (4) For the San Juan,
Puerto Rico Tren Urbano Student Research and Internship Program
(TUSRIP), which is a collaborative technology sharing effort among the
Puerto Rico Highway and Transportation Authority (PRHTA), the
University of Puerto Rico (UPR), The Massachusetts Institute of
Technology (MIT), and the Tren Urbano General Management Architecture
& Engineering Consultants (GMAEC), the contractor will assist Volpe
Center staff on program organization, the student section process,
research topic identification, publication of papers and development of
a Program Newsletter. (5) The contractor will review documents content
and accuracy and provide written and oral reports to Volpe Center and
FTA Senior staff, as tasked. Overall qualifications for these efforts
must include experience in planning, project management, economic
analysis and operations analysis, as well as familiarity with the FTA
programs stated above. The contractor will be co-located in a Federal
Office building located in Washington, DC. The duration of this
contract is estimated to be between 10 months and 1 year. The Volpe
Center will not pay relocation to the Washington, DC area or per diem
when the contractor is in the Washington, DC area. All office expenses
including space, telephone and fax will be provided by the government.
Small Business firms classified under SIC Code 8731 that are interested
in proposing on this requirement must request a Request for Quotation
(RFQ) in writing. RFQ issuance date will on or about July 18, 1997. A
single award will result from this solicitation. NO telephone requests
will be accepted -- only written requests for this RFQ will be

is for informational purposes for Minority, Women-Owned and
disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Business and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For furtherinformation and applicable forms
