202-208-3931 This publication serves as a notice of intent to negotiate
a sole-source contract with Wilson Learning Corporation for the
establishment and administration of an Assessment Center by which
information can be gathered about the skills and abilities of best
qualified applicants which will aid in the final selection of
participants for the Department of Interior (DOI) Senior Executive
Service Candidate Development Program (SESCDP). The final product will
be a report, consisting of a set of scores and written observations of
the applicants, based on their observed behavior/reactions in the
assessment setting. The Center is expected, at a minimum, to include
the actual administration of DOI's SESCDP Assessment Process instrument
to applicants, utilizing the performance based interview process. The
current DOI SESCDP Assessment Process is a customized process that
Wilson Learning Corporation designed and developed, and which combines
its Performance Based Interviewing Plus technology (PBI Plus) with a
customized problem analysis simulation to evaluate the performance
potential of a candidate in the five competency areas identified as
critical for success in the SES position. All materials to be used in
the assessment are materials on which Wilson Learning Corporation
maintains the copyright. Anticipated period of performance for the
contract is September 15, 1997, through October 10, 1997. See Note 22.
