synopsis solicitation for commercial services prepared in accordance
with the format in Subpart 12.6 as supplemented with additional
information in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation Number 52SBNB7C1226 is issued as a
Request for Proposal. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. This action is being done under Simplified Acquisition
Procedures. The Standard Industrial Classification Code is 7011. The
small business size standards is $5 million. CLIN 0001, l lot -- The
contractor shall provide space, food, equipment, and services for a
dinner banquet for the 20th National Systems Security Conference, to be
held Wednesday, October 8, 1997 for 1500 attendees in accordance with
a statement of work listed below. This facility shall be located in the
Inner Harbor area of Baltimore, Maryland. Baltimore was determined to
be the best location because this event is co-sponsored with the
National Security Agency and needs to be close to their location. Also,
this banquet is part of a conference being held at the Baltimore
Convention Center. CLIN 0002, 1 lot -- the contractor shall provide a
microphone and podium for the dinner speaker. STATEMENT OF WORK. The
contractor shall furnish the necessary personnel, material, equipment,
services and facilities to host a banquet for the subject above. The
banquet shall be October 8, 1997 in the Inner Harbor area of Baltimore.
The Contractor shall provide a large, carpeted room with upholstered
chairs and draped tables for 1500 people. The Contractor shall provide
space to house a reception with a cash bar from 6 -- 7 p.m. for 1500
people. The Contractor shall provide a podium and microphone for the
dinner speaker in the banquet hall. The Contractor shall provide a
banquet dinner consisting a beef dish, an appetizer, two vegetables and
dessert for 1500 people. EVALUATION FACTORS shall include the ability
to provide function space, the ability to provide audiovisuals, and the
ability to provide food. Technical factors are significantly more
important than price. Award shall be made to the greatest value for the
Government. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items, and FAR Provision 52.212-2, Evaluation of Commercial
Items are applicable to this acquisition. The clause at FAR 52.212-4,
Contract Terms and Conditions Commercial Items, and the clause at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, apply to this acquisition.
The offeror responding to this RFP shall submit prices for all
requested items, prompt payment terms, past performance information,
literature describing the facilities, and a completed copy of the
provision at FAR 52.,212-3, Offeror Representations and Certifications
-- Commercial Items (available at
www.nist.gov/admin/od/contract/contract.htm), Pursuant to FAR 52.212-5,

Determination 94-2247, Revision 7, or the most recent Wage
Determination is applicable to performance in the District of Columbia,
