the furnishing of all labor, material, and equipment to construct a
two-story maintenance support building with administration and
engineering offices and storage, a container storage building, two
laydown buildings, a mixed waste storage building and upgrades to an
existing seawall; this includes site work, concrete work, masonry,
structural steel, finishes, equipment, conveying systems, specialties,
mechanical, electrical, and incidental related work, complete and
ready for use. -- Contract duration is 365 calendar days. -- The
contract is to be awarded to the responsible offeror who submits the
proposal considered most advantageous to the Government considering
"Price","Technical", and "Past Performance", and other evaluation
factors. The following evaluation criteria has been established: Factor
1 (Price), Factor 2 (Technical), and Factor 3 (Past Performance) which
are weighted equal. Within the "Technical" factor, the following
subfactors are listed in order of importance: Subfactor "1"
Construction Execution Plan, Subfactor "2" Corporate Resources,
Subfactor "3" Subcontracting Effort. Corporate Experience is the only
subfactor under Past Performance. -- A site visit is scheduled for 12
August 1997 at 8:00 a.m. PST. Please contact John Dye at (619)

10:00 a.m. PST, in the Training Room (second floor) at the Military
Housing Welcome Center, COMNAVBASE, 3544 Albacore Alley (Teal roof),
Naval Station, San Diego, CA. Participants must reserve seating a
minimum of two (2) days in advance of the conference date by contacting
Tina Collins at (619) 545-4899. -- This is not a public bid opening. --
The estimated cost is between $10,000,000 to $25,000,000. -- Firm Fixed
Price Construction Contract -- .Bids will be considered from all
responsible sources. -- This project is unrestricted. -- The Standard
Industrial Code is 1542 and the annual size standard is $17 million. --
It is recommendedthe subcontracting plan goals reflect 7% for small
disadvantaged business effort (see FAR 19.702). -- NOTE: Plans and
specs for this project will be issued on CD-ROM media as an Electronic
Bid Set (EBS) and over the Internet at address
http://ebsswd.wes.army.mil. CD-ROMs will be available at no cost; one
per company. Hard copy paper plans and specs are available at bidder's
cost only through a local printing company; coordination shall be made
with Navy Plan Issue at (619) 532-2082. -- CD-ROMs will not be mailed
to firms within the 20 mile radius of the Plan Issue office. Requests
for the CD-ROM media must be in writing stating RFP number
N68711-95-R-7610, with complete name, address, area code and phone
number and whether bidding as a prime/subcontractor/supplier. Mail
