The work includes a Tow Facility, Launch Facility and miscellaneous support facilities. The Tow Facility includes a closed loop tow line driven by an electrically powered capstan which is controlled through micro-computer generated custom software and supporting equipment. Software control of the Tow Facility will be provided from both the existing Operations Control Center located on the west bank of Glendora Lake and from the control room located on the second deck of the existing Glendora Lake Barge. The work includes design and construction of the Tow Facility as well as custom software control development, installation, and Tow Facility operational acceptance testing. The Launch Facility includes a hot air balloon system raised and lowered over Glendora Lake through a series of moored lines. These moored lines connect to three existing pads located on the banks of Glendora Lake. The work includes a winch system for raising and lowering the hot air balloon. The work also includes a sonobuoy launch platform suspended from the hot air balloon that can hold up to four sonobuoys at once. The work also includes a micro-computer generated custom software and supporting equipment that will control the release of the sonobuoys from the launch platform. Software control of the Launch Facility will be provided from both the existing Operations Control Center located on the west bank of Glendora Lake and from the existing hot air balloon launch pad located north of the Operations Control Center. The work includes design and construction of the Launch Facility as well as custom software control development, installation, and Launch Facility operational acceptance testing at the Glendora Test Facility, Sullivan, IN. Thisis a negotiated procurement consisting of submission of technical and price proposals. The Standard Industrial Code (SIC) for this procurement is 1542 and the size standard is 17 million. Completion time is 255 days after award. Estimated value is between $500,000.00 and $1,000,000.00. This acquisition is unrestricted.
