intends to contract on a sole source basis with General Electric
Aircraft Engines, located at 1000 Western Avenue, Lynn, Massachusetts
01910 for Component Improvement Program (CIP) services. GEAE is the
only known supplier possessing the specialized experience, technical
capability, special tooling, technical data to provide the required
services. A cost reimbursable (CPFF) contract is anticipated
(commencing October 1997) for FY98 with an option for FY99. The
contract will require specific levels of effort for testing,
engineering analysis, technical services, and reports involving safety
and readiness problems, maintaining specification performance,
redesign of low reliability parts, forecasting "wear-out" rates, and
developing design changes and repair procedures for the F404, F414,
T58, and T64 aircraft. No hardware will be required, although the
contractor will provide supplies necessary to perform. This synopsis is
