combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and A
WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTERS MAY SUBMIT A QUOTATION
BY FAX -- OUR FAX NO. IS: (916) 621-5258. Solicitation number is RFQ
R5-03-97-37 and it is issued as an RFQ. The solicitation document and
incorporated provisions and clauses are those in effect through FAR
circular 46. This procurement is set-aside for small business. This
specification is for pneumatic tired forklift with a min. lifting
capacity up to 5,000, with -- 85 inches max. outside turning radius.
The fork lift shall be powered by a heavy duty, LPG fueled engine w/a
horsepower rating of at least 45 SAE gross horsepower. The horsepower
rating shall be in accordance with SAE J 245. The fork lift shall have
a drawbar pull of at least 2,500 pounds and a gradability of at least
16%. Air filter shall be a replaceable dry type. The forklift shall
have a liquid cooling system and be protected from freezing to at least
-30 degrees F. Fork lift shall have either a heavy duty hydrostatic or
torque converter drive with forward and reverse gears. On level road
and w/it's rated load, the fork lift shall be capable of traveling at
a speed of at least 10 mph. Engine shall only start when the
transmission is in neutral. It shall have a hydraulic power steering
system. The system shall provide for manual steering when the engine is
not operating. It shall be equipped w/self-energizing, self-adjusting
hydraulic brakes suitable for the operation of a fork lift. In case of
hydraulic fluid loss, manual brakes shall be provided. The parking
brake shall be an independent mechanical type. Electrical system shall
be a 12 volt, negative ground system with a minimum 50 ampere-hour
battery and a minimum 35 ampere alternator. Two front & two rear work
lights shall be provided. A back up alarm shall be provided. The
following gauges shall be furnished on the instrument control panel:
engine hour meter, ammeter, engine oil pressure, engine temp., fuel
level. It shall be equipped w/an overhead guard in accordance w/ANSI.
Maximum height of the fork lift w/the guard shall be 85 inches. Guard
shall not interfere w/the mechanical operation of the fork lift or the
mounting of the fork lift by the operator. It shall be provided with
two front & two rear wheels, front wheel driven. All rims & tires shall
be designed and rated for the fork lift & for the intended use. Tires
shall be pneumatic. Ratings shall conform to the Tire & Rim Assoc.
recommendations. A fully adjustable, contoured form cushion seat w/a
backrest shall be provided. Access to the seat shall be from either
side of the fork lift w/footsteps & handholds for safe exit & entrance.
The tilting & lifting mechanism shall be hydraulically operated. A
hydraulic relief valve shall be provided to automatically control the
power when the forks reaches maximum height or tilt. The system shall
be designed & constructed to afford safety against freeload drops if a
hydraulic line breaks or leaks. An adequate hydraulic oil filtration
shall be provided to insure continuous operation without overheating.
Fork lift shall be capable of lifting or lowering the rated load while
the fork lift is traveling forwards or backwards. Minimum lifting &
lowering speed w/the rated load shall be 65 fpm. Fork lift shall be
capable of tilting at least 5 degrees forward & at least 10 degrees
backward w/the rated load. The minimum free fork height shall be 10".
Minimum fork lifting height shall be 144". Maximum overall lowered mast
height shall be 85". The carriage shall meet ITA requirements for
interchangeability of forks & attachments. The fork shall be the
standard taper pallet lifting type. The forks shall be of a high grade,
heat treated forge steel. Forks shallbe adjustable from at least 12",
outside to outside fork width, to the approx. width of the fork lift.
Length of forks shall be min. 45" long, w/a maximum length of 49". Fork
lift shall be adequately primed & finish painted the manufacture's
standard color and have the manufacturer's name or trademark, model,
serial number, & certified load ratings stamped on the machine. The
offeror shall warranty the fork lift & parts thereof against defective
material & workmanship for a period of 12 months from date of
acceptance of the equipment or 1000 hrs. of operation, whichever first
occurs. Operating, Maintenance, Repair & Parts Manuals, one copy of
each of these manuals shall be provided with the fork lift at time of
delivery. The following accessories shall be provided: A 360 degree
rotating fork clamp, with a min. 3,500 pound capacity. To be delivered

The provision at 52.212-1, Instructions to Offerors-Commercial, applies
to this acquisition. The provision at 52.212-2, Evaluation-Commercial
Items, applies to this solicitation and the specific evaluation
criteria to be included are: (i) technical capability of the item to
meet the Government requirement,(ii) price, (iii) delivery date.
Offerors shall include a completed copy of the provision at 52.212-3
Offeror Representations and Certifications-Commercial Items, with their
quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial
Items, applies to this acquisition. The clause at 52.212-5, Contract
Terms and Conditions Required To Implement Statutes Or Executive
