This is a combined synopsis/solicitation for commercial items prepared
in accordance with (IAW) the format in the Federal Acquisition
Regulation (FAR) Subpart 12.6 as supplemented with additional
information included in this notice. (ii) Solicitation F44600-97-T3530
is issued as a Request for Quote. Quotes are requested and a written
RFQ will not be issued. (iii) The solicitation document incorporates
provisions and clauses that are in effect through Federal Acquisition
Circular (FAC) 90-46 and Defense Acquisition Circular 91-11. It is the
contractors responsibility to be familiar with all applicable clauses
and provisions. (iv) This acquisition will be a 100% Small Business
Set Aside under the Standard Industrialization Code (SIC) 3448. (v) The
1st Contracting Squadron has a requirement for one (1) assembly for a
Fire Training Simulator used to safely train firefighters in methods of
interior firefighting and rescue operations. (vi) The following
requirements are applicable: (1) General: The complete unit is to
consist of an elevated tower of three stories, having a flat roof with
interior stairway, and a two floor annex. The second floor annex area
shall have a flat roof. The first floor annex and the second floor
annex area shall be burn rooms. All burn rooms shall have fire
resistant coverings on the interior rated to withstand temperatures of
at least 1200 degrees F and be toxic free and asbestos free. Heat
monitoring capability must be included in all burn rooms. The tower
roof shall have a hatch capable of being opened and closed for the
purposes of practicing confined space entry rescue procedures. A
detachable steel ladder shall be installed from the tower roof hatch to
the floor of the third floor of the tower. A balcony shall be installed
on the exterior of the second floor and shall measure at least 4' (ft.)
by 7' (ft.) and have a doorway and windows access to the second floor
from the balcony. A Fire Department Connection with stand-pipe with
angle valves at each floor level of the riser. A sprinkler system shall
be installed on the first and second floor attached to the stand-pipe
unit. A screw valve shall be installed to allow the user to select
either the sprinkler or stand-pipe system. Threads of inlet and riser
shall be 2 inch connections of national standard thread. A fire escape
shall be installed on the opposite side of the structure from the
balcony and shall have doorways at the landings leading onto all
floors. The tower section shall have adjustable metal maze
partitions/tunnels for confined space training. Each room shall be
designed to provide two means of egress either from a door or a window.
(2) Materials: All materials shall be new and conform to applicable
standards specifications. All structural materials used, 12 gauge or
less in thickness, whether or not exposed to the elements shall be
galvanized. All exposed materials shall be coated to prevent rust.
Fasteners: All fasteners utilized shall be galvanized steel panels on
the building exterior and all fasteners not exposedto the elements
shall be electro-galvanized. Where required to make the structure
weather tight, fasteners shall be furnished with a contained nylon
washer for sealing. Anchor bolts shall be on the foundation according
to the anchor bolt plan for the structure and installed by the vendor.
(3) Weather Sealing: All exterior metal to metal laps shall be sealed
with a sealer that shall not run, separate or deteriorate with age.
(4) Roof System: The roof structure shall be a structural single panel
roof system and shall consist of steel panels not less than 18 gauge
galvanized steel painted brown, (Langley Brown); roof deck design shall
be constructed with supporting steel able to meet the stated load. (5)
Exterior Walls: The exterior wall panels shall be not less than 18
gauge galvanized steel. Panels are to be painted brown, (Langley
Brown). Vendor will be required to submit a color sample of paint for
approval. (6) Access Openings: All doorways shall be provided with
flush-mounted, hollow metal doors and steel frames with appropriate
hardware. All doors shall open outward. All framed window openings are
to receive 3' -- 2" by 3' -- 0" single leaf closures complete with
barrel lock for securing in the closed position. Windows shall have
reinforcement along the bottom sill to support repeated use of ground
ladders. Roof access to be provided by a minimum 2' -- 6" by 3' -- 0"
roof hatch. (7) Stairway Railings and Decks: Stair stringer, threads,
hand and guard rails shall be of steel and designed for to be bolted
together. Threads shall be constructed of grated galvanized steel.
Stair landings shall be identical to the stair threads. Stairs and
railings to meet OSHA requirements. Balcony shall be of non-skid bar
grate surface and have a railing 42" high with a minimum of two pipes
to prevent falls. The balcony deck shall be a minimum of 18 gauge steel
and able to withstand desired loads. The tower roof shall have a
perimeter rail 42" high with a minimum of two railing pipes to prevent
falls. A 30" gate shall be installed in the perimeter rail of the
tower with a locking device to prevent falls. (8) Structural Integrity:
Soil samples shall be taken by the Vendor to determine the bearing
capacity of the existing soil. Footing and/or floor slabs for the
building shall be designed in accordance with the data obtained from
the soil sample. Building structure shall be designed using the
criteria for dead and live loads as defined in the most recent edition
of the uniform building code. Specific delivery address on Langley AFB
will be provided at time of award. (9) Installation: The contractor
will be responsible for total installation, including the foundation
and all site work, upon receipt of the order. Contractor to furnish all
labor, parts, equipment and supplies necessary to install the
structure. Site will be approved and marked by the buyer for
installation, site available for view prior to offer, and site drawings
will be available. (vii) Delivery: Date of delivery is August 25, 1997;
Place of Delivery and Acceptance is for one (1) assembly Fire Training
Simulator to be delivered FOB Destination to Langley AFB, VA.
Directions to the site will be given by Sandy Mount, buyer 757 764-5802
or Frank Koninski 757 764-2811. Warranty: The contractor or
manufacturer standard commercial warranty shall apply. Responsibility
and Inspection: Unless otherwise specified in the contract or purchase
order, the supplier is responsible for the performance of all
inspection requirements and Quality Control. A Pre-performance
conference will be required. (viii) The following FAR provisions and
clauses are applicable to this procurement: 52.212-1, Instructions to
Offerors-Commercial Items (OCT 1995) is hereby incorporated by
reference. Offerors are reminded to submit a technical description of
the items being offered in sufficient detail to evaluate compliance
with this solicitation. This may include, but is not limited to,
product literature, pictures and schematics of the enclosures, and
terms of expressed warranties. Offerors areafforded the opportunity of
a site visit prior to the closing response date. Each proposal should
include a complete description of the Fire Training Simulator and
equipment configuration, and enclosures. Offerors must submit three
references for previous projects showing successful work and related
experience. (ix) Solicitation provision at FAR 52.212-2, Evaluation
Commercial Items (OCT 1995) is hereby incorporated by reference. The
Government will award a contract resulting from this solicitation based
on the lowest bid received on a technically acceptable proposal. The
following factors shall be used to evaluate offers: technical
capability, past performance, delivery schedule and price. (x) Offerors
are reminded to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications Commercial Items (JAN 1997)
and 252.212-7000, Offeror Representations and Certifications Commercial
Items (NOV 1995) with its offer. Contact our point of contact for full

Commercial Items (MAY 1997), is hereby incorporated by reference. (xii)

incorporated by reference. The following paragraphs apply to this

Offerors submissions shall comply with the instructions set forth in
this solicitation and FAR provision 52.212-1, Instructions to Offerors
Commercial Items and shall include, in accordance with (IAW) FAR
52.212-1, the following: Technical description of the items being
offered in sufficient detail to evaluate compliance with the
requirements of the solicitation (i.e. product literature); the terms
of any express warranty, price and any discounts; delivery terms;
completed copy of the representations and certifications at FAR
52.212-3, past performance information IAW this clause, and shall
include all other applicable information required by this clause. Award
will be made to the lowest priced, technically acceptable, responsible,
responsive offeror who demonstrates compliance with the requirements of
this solicitation and all referenced clauses. Offerors shall include
both unit price and total price with their quote. Delivery shall be
