(PATS) program is in the process of setting up a two day industry
conference to be held at Wright-Patterson AFB, Ohio during the third
week of August 1997. Tentative dates for the conference are 20-21
August 1997. Offerors are asked to restrict attendance to 4
participants. The intent of the conference will be to discuss the
requirements and Statement of Objectives (SOO) for the acquisition of
a targeting system for the Air Force Reserve Command/Air National
Guard, Block 25/30/32, F-16C and D, aircraft. Reference the Sources
Sought Synopsis published in the Commerce Business Daily, 15 May 1997.
One-on-one meetings with the individual Prime offerors will be
scheduled. These sessions will allow prime offerors the opportunity to
brief the PATS team on initial management approaches. In addition, it
is expected that prime offerors will address major concerns with the
planned acquisition and provide innovative approaches for solutions.
Major concerns of the government include, but are not limited to,
affordability, risk management, total system performance
responsibility, total system integration responsibility, subcontract
management, associate contractor agreements, and contract structure. In
order to adequately plan and schedule each offeror, it is requested
that any interested prime offeror respond to this announcement by 15
July 1997. The response should include name, date of birth, Social
Security number, and security clearances for people who will be in

been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
