a Request for Offer (RFO) for training and technical review of NASA
Code R Centers (Langley, Lewis, Ames and Dryden) ISO 9001 strategies,
implementation, and documentation processes in specific technical areas
such as aerodynamics, structures and materials, propulsion, and flight
systems (including guidance and control, airspace operations, human
factors, and flight simulation). The contractor shall provide training
at their facility, on-site at NASA Headquarters and Lewis, Ames, and
Dryden Flight Research Centers, and by Video Teleconference, covering
their first-hand experiences in their own successful ISO 9001
implementation and certification. The contractor shall perform
technical reviews of Langley, Ames, and Dryden s current quality
management processes and provide analyses, recommendations and
assessments. In addition, the contract shall include an optional line
item for purchase of the contractor s procedural/work instruction and
guidance documentation for software development/ maintenance/servicing.
This procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. This
requirement is part of NASA's Consolidated Contracting Initiative.
NASA/LaRC intends to purchase the items from the Defense Evaluation
Research Agency (DERA), Air Systems Sector, Farnborough, Hants, United
Kingdom. The Air Systems Sector performs theoretical and experimental
research in the aeronautical disciplines: aerodynamics, structures and
materials, propulsion, and flight systems (including guidance and
control, airspace operations, human factors, and flight simulation).
They also maintain and operate a complex of technical facilities
including wind tunnels, propulsion test facilities, flight simulators,
and other experimental laboratories, and they have extensive
experience in flight research. The Air Systems Sector of DERA has
successfully designed, implemented, and achieved third-party
registration in July of 1996 of their Quality Management System to the
ISO 9001 standard. They are the only known source of expertise in
implementing ISO 9001 to certification in a research environment
encompassing all of the aeronautical disciplines while operating and
maintaining a breadth of highly technical research facilities. Having
implemented their Quality Management System, DERA is also uniquely
experienced in the results of ISO 9001 implementation on an
organization similar to NASA Code R Centers. NASA Code R Centers are
uniquely complex due to our aeronautics, wind-tunnel testing,
experimental laboratory operations, flight simulation, and flight
research facilities. The competencies of DERA s Air Systems Sector
directly parallel nearly all of NASA s Code R Centers in aeronautic
disciplines and facilities. In our efforts to implement ISO 9001
Quality Management Systems, NASA Code R Centers have a need for
training and assistance from a source experienced both in the unique
culture of an aeronautics research facility and in the successful
implementation of an ISO 9001 Quality Management System. Additionally,
DERA s Air Systems Sector is now in the process of refining their
post-certification quality management system and internal processes and
approaches, which will provide NASA the benefits of both their initial
and now continuing investment in ISO 9001 implementation. Pursuant to
informal market survey, and in accordance with FAR 6.302-1, we
conclude that DERA is the only source possessing the unique aeronautics
competencies similar to Code R Centers that has successfully
implemented an ISO 9001 quality management system (through third-party
registration). See Numbered Note 26. Interested firms have 15 days
from publication on the NAIS (or Commerce Business Daily (CBD) if over
$500K) to submit their qualifications/capabilities. Such
qualifications/ capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will beconsidered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All responsible sources may submit an offer which shall be considered
