Standards and Technology (NIST) intends to modify contract number
50SBNB6C9244 to further define by individual tasks Phase II of the
project to revise Standard 0101.03 to a new version (Rev. 04). This
work will build on work already completed. The contractor is National
Technical Systems (NTS), Camden, Arkansas. The period of performance
will be from 01 October 1997 through 30 September 1998. This is not a
request for proposals; no solicitation document is available. NIST
intends to negotiate on a sole-source basis under the authority of FAR
6.302-1. NTS is the only source able to satisfy the agency's
requirement as they are able through their expertise and years of
experience, familiarity with the NIJ standard, contacts in the field,
and facilities to perform the testing necessary to address the
recommended changes. NTS is a nationally recognized independent test
and engineering company. NTS does not manufacture or produce any resale
product, particularly the materials or products in questions, ensuring
the objectivity and unbiased technical expertise necessary to evaluate
potential changes to NIJ Standard 0101.03. Additionally, since the
testing flows from one item to another and also builds on the findings
from a particular test, it is necessary to have a single organization
