B -- EVALUATION OF THE CMHS COMPREHENSIVE COMMUNITY MENTAL HEALTH SERVICES FOR CHILDREN AND THEIR FAMILIES PROGRAM SOL 280-94-0012 DUE 080897 POC Mary Ann Deal, Contract Specialist, 301-443-0043 The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services, (CMHS), intends to negotiate and award a sole source modification to an existing contract with MACRO, International, Inc., 11785 Beltsville Drive, Calverton, Maryland 20705 to continue to conduct a national evaluation of children's mental health service programs for an additional 2 years. This modification will continue the collection of longitudinal data to assess outcomes for children and their families, effects of activities on the utilization of hospitals and other institutional settings, barriers to and achievements resulting from interagency collaboration in providing community-based systems of care, and assessments by parents of the effectiveness of systems of care. The services required under this modification will complement the existing work already being provided under the basic contract. Accordingly, it is the intent of SAMHSA to award a two (2) year cost reimbursement completion type modification on Other Than Full and Open Competition, consistent with Federal Acquisition Regulation Section 6.301-1. As noted, this is an on-going project and this modification will expand upon the requirements already in progress. Macro International has developed in-depth knowledge of this requirement under the previously cited contract. No other contractor would be able to build the knowledge base that Macro has already achieved to complete this work within the allotted time frame.
