INFORMATION: Indefinite Delivery Contract that will provide for the
cability to issue a series of task orders not to exceed $150,000 each
and the total contract not to exceed $150,000 in one calendar year. At
the option of the Government, this contract may be extended for two
additional one-year periods. This announcement is open to all
businesses regardless of size. 2. PROJECT INFORMATION: General land
surveying and mapping services at various locations in New England.
Tasks may include the recovery and tieing in of monuments and
remonumentation of various project boundaries, field book work,
property descriptions, computing of coordinates, and property line
delineations or topographic surveying of specified areas. Maps must be
submitted in hard copy report format, hard copy Al size drawings, and
Microstation 3-D design file (DGN), version 5.0 or later format. 3.
SELECTION CRITERIA: General Selection Criteria are given in Note 24.
Additional detailed selection criteria in descending order of
importance are: a. The firm must have on its own staff or provide
through a consultant(s) professional land surveyors licensed in all six
New England states. Firms not demonstrating this requirement will be
disqualified from further consideration. b. Firms must demonstrate
specialized experience and technical competence in: (1) topographic
surveying for construction reference planes, using Differential Global
Positioning System (DGPS) and conventional survey techniques. (2)
Firms must own or lease static/kinematic DGPS equipment capable of
subcntimeter measurement accuracy, electronis total station with data
collector, (3) CADD/GIS data processing equipment and have the ability
to deliver CADD drawings in MicroStation 3-D Design File (DGN),
version 5.0 or later digital format. The government will only accept
this format, without conversion or reformatting in the target CADD
software format and on the target platform specified herein. The target
platform is a PC or UNIX workststion with a UNIX, MS-Dos or Windows
operating system. c. Knowledge of USGS and state plane coordinate
systems in all six New England states. d. Firm must be Hazardous,
Toxic, and Radiological Waste (HTRW) qualified for level C sites.
Qualifications of personnel including current training, certification,
medical surveillance forms, etc. must be included. e. Firm must be of
sufficient size to field two survey parties, if needed, simultaneously
for work under this contract. One may be a 6-man HTRW crew along with
a second 3-man topographic crew. f. Demonstrate knowledge of federal
and state requirements for all New England states. 4. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements.
Interested forms having the capabilities to perform this work must
submit two copies of SF255 (11/92 edition) for the prime firm and all
consultants (note that SF255s are not required for consultants) to the
above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday, or federal holiday, the deadline is the close of business of
the next business day. Include ACASS number in Section 3b. Call the

SF255, describe the firm's overall design quality management plan,
including management approach, coordination of disciplines and
subcontracors, and quality control procedures. Solicitation packages
