POC Judith Wilson, (216) 838-6091 The Architect/Engineer shall develop
preliminary plans, working drawings, specifications, cost estimate,
and construction period services at the Department of Veterans Affairs
Medical Center, (Wade Park Unit), 10701 East Boulevard, Cleveland,
Ohio 44106. A/E shall have principal qualifications in design and
construction, general building remodeling including hospital
facilities, and also experience in designing for energy conservation,
building systems, including electrical, HVAC mechanical and structural,
plumbing, JCAHO requirements and Life Safety Code. Industrial Hygienist
on the A/E Team will be required for asbestos survey and development of
removal plans, if necessary, as well as monitoring of construction
phase. The construction project will renovate space in an upper floor
of the Medical Center (Wade Park Unit) to accommodate the Spinal Cord
Injury Unit currently located on the 2nd floor. The newly renovated
space will be configured to accommodate a reduced number of beds, from
38 to 30 beds. The space will actually expand from approximately
20,000 net sq. ft. to 28,000 net sq. ft., to meet the latest space
program standards and provide patient privacy. The estimated
construction cost is between $5,000,000. and $10,000,000. A/E firms
which meet the requirements in the announcement shall submit two (2)
completed SF-254's and two (2) completed SF-255's. Only forms received
from firms within a 100 mile radius of the Cleveland VA Medical Center
will be accepted. Responses must be received no later than 2PM on
August 1, 1997. Selection will be made using the following evaluation
factors, respective of scope identified above: (1) Team proposed for
this project; (2) Previous experience of the team propsed for this
project; (3) Proposed design approach for this project; (4) Location
and facilities of working office; (5) Cost control; (6) Estimating
effectiveness; and (7) Schedule control. This is not a request for
proposal and is unrestricted as to business size. SIC 8712 applies.
