open end task order contracts for architectural/engineering services
(A/E) for evaluation and design of Audio/Visual (A/V) systems relating
to the U.S. Courts projects as required by the Administrative Office
of the U.S. Courts (AOUSC). These projects may consist of development
of performance specifications and related drawings for new A/V systems
in a typical Magistrate, Bankruptcy, District, and Appellate
courtroom, and related court areas; the field investigation of existing
conditions; and the study of cost tradeoffs and the technical
feasibility to include the integration or abandonment of existing A/V
equipment to satisfy the design objectives. The tasks may include: (1)
design conferences and interviews with appropriate court officials,
(2) preparation of preliminary design and information packages for
project coordination, (3) design of basic A/V systems, (4) preparation
of Government cost estimates for each project or project phase, (5)
provide assistance to the A/V contractor(s), the court and the AO for
resolving technical issues, and (6) review requests and change orders
and advise the AO, as required. The AOUSC reserves the right to
negotiate with the successful A/E firms for each, any, or all portions
of the A/E services to be provided. A/E services may be required for
new or existing Federal Court facilities in any part of the United
States and its territories. The AOUSC specifically reserves the right
to compete for additional A/E services for specific projects, either
new facilities or the renovation of existing facilities, and for other
A/E services required by the AOUSC. The period of performance for
these contracts shall be from the date of award to September 30, 1998,
and shall include four one-year option periods. The minimum guaranteed
amount for each contract period will be $10,000. Individually
negotiated work orders will be issued, with a cumulative total not to
exceed $200,000 during each contract period. Evaluation criteria listed
in descending orderof importance are as follows: (1) recent specialized
experience and technical competence of the firm in designing courtroom
audio-visual systems, including a familiarity and understanding of
Administrative Office of the U.S. Courts "Guide Specification for
Modification/Installation of Audio Systems", (2) familiarity with the
courtroom technology as it pertains to visual evidence presentations
including remote viewing, (3) professional qualifications of proposed
team members as necessary for satisfactory performance of the required
services, (4) past performance on contracts with the government for
courtroom audio visual systems with special emphasis on the combination
of meeting the courtroom/court personnel's functional needs while
maintaining strict cost controls. Included in this factor is the
working relationship of joint ventures/consultants, if applicable, the
ability to serve nation-wide and travel at short notice, good
performance on past projects, and any awards, or letters of
commendation; (5) Experience in writing performance specifications, (6)
Capacity to meet and comply with short performance periods, short
delivery order notifications, and short equipment lead time, (7) design
quality assurance and quality control methods. A/E firms which meet the
