Center, Range Instrumentation Systems Program Office Contracting
Division (ASC/WMRK) plans to contract sole source with Harris
Corporation to perform modifications to the AN/MST-T1V,
Miniature-Multiple Threat Emitter System (Mini-MUTES). Modifications
include the following: 1) replace current computer with open
architecture structure; 2) upgrade current tracking capability to track
high speed/maneuvering aircraft in close proximity to the threat
simulator; 3) provide automatic reactive threat capability to degrade
threat simulator tracking modes based on electronic counter-measures
(ECM) received, expendables, maneuvers, and terrain masking; 4)
interface three highest priority advanced threats onto existing Remote
Emitter Unit (REU) pedestals providing emitter only, full power, and
high fidelity waveforms sufficient to stimulate current and future
radar warning receivers (RWR); 5) enhance aircrew training feedback
with addition of video boresight camera capability, overlaying ECM
analysis onto video, transmitting video to data consolidation point,
and combining data for enhanced post-mission debrief to aircrews; 6)
interface between existing Measurement and Debriefing Systems (MDS)
directly to Mini-MUTES REU pedestal(s) in addition to the requirement
for the Master Control Group(MCG), allow pointing/controlling directly
via MDS, and debrief capability with Range Integrated Instrumentation
System; 7) provide remote deployment capability to include carrying
video/command data/system status to and from central control point via
data link and be interoperable with existing threat simulator
infrastructure; and 8) provide remote auxiliary power unit operations.
This modification effort is for Research and Development ( R&D) with
production options for kits which must be integrated with existing
Mini-MUTES hardware and software. This modification is, in part, a
continuation of efforts currently under separate contract between the
Air Force and Harris Corporation, contract FO8635-90-C-0035, Mini-
MUTES. Completion of development of the first advanced threat
configuration kit is required by March 2000 with production options
beginning in FY01. There are a total of 17 Mini-MUTES REU pedestals
(including two R&D REU's) requiring modification to the advanced threat
configuration. In addition to the above, the Air Force and Harris are
currently under contract to develop a tracking upgrade for the
Mini-Mutes REU. Also, a separate contractual effort to design, develop,
and test proof of concept for a computer replacement is on contract and
scheduled for delivery by December 1998. The number of computer
replacements and tracking upgrade kits will be for all 78 REU's
(includes the 17 advance threat configuration REU's) and 20 MCG's.
Government property currently in place at Harris, including REU
pedestal(s) and special test equipment used in the development and
production of the Mini-MUTES, has been furnished to Harris Corporation
to be used in the execution of the computer replacement and tracking
upgrade development efforts. All these development efforts described
above will provide a production baseline for the modification efforts
described in this announcement. Reprocurement data from these separate
development efforts that would allow for competitive interest in this
effort will not be available until production kits are procured which
is anticipated in FY01. This is not a request for proposal. Contract
award is anticipated to be on or about 1 Feb 98. Program Management and
