Center, 16th Test Squadron (16 TS), Eglin AFB, FL (EAFB) is
contemplating the award of a sole source Firm-Fixed-Price (FFP)
contract for one year with four one-year options to Amherst Systems
Inc., 30 Wilson Road, Buffalo, NY 14221. Contract will provide
Sustaining Engineering Services in support of the Combat
Electromagnetic Environment Simulator (CEESIM) operation and
maintenance in the AN/APR-50 test line located at the 16th Test
Squadron (16 TS), Eglin AFB, FL. Efforts consist of responses to
recurring engineering tasks in support of B-2 electronic combat (EC)
operational test requirements. Planned effort will directly support the
threat and scenario generation, maintenance, and operation of the
CEESIM in the 16 TS B-2 Defensive Management System (DMS) laboratory.
Period of performance is from the date of contract award through 30
September 1998, plus four one-year options. One full-time on-site
engineer will be required for this contract. All contractor personnel
must be United States citizens and must possess and maintain a Top
Secret special access required (SAR) Level IV security clearance.
Contractor must have a prior and detailed working knowledge of the
design, operation and maintenance of the CEESIM hardware and software,
and threat signal analysis. The contractor must be familiar with the
technical theory and application of VAX architecture and programming,
Versa Modular European (VME) based computer systems, X-windows
programming and applications, ETHERNET local area networks, and
Military Standard 1553B data bus operations. Prospective offerors
should have a working knowledge of EC principles and equipment to
include radar receiver and transmitter systems, advanced digital signal
processing and transmission line, antenna and electromagnetic wave
theory. This acquisition will be pursued on a sole source basis under
the authority of FAR 6.302-1 (a)(2)(iii), only one responsible source
and no other supplies or services will satisfy agency requirements. All
responsible sources may submit a bid, proposal, or quotation which
shall be considered by the Air Force. Interested parties must submit a
capabilities package which addresses all requirements listed in this
announcement no later than 5:00 p.m. CST, 23 Jul 97. This synopsis is
