Center, 16th Test Squadron (16 TS), Eglin AFB, FL (EAFB) is
contemplating the award of a sole source Firm-Fixed-Price (FFP)
contract for one year with four one-year options to Northrop-Grumman
Corporation, B-2 Division, 8900 E. Washington Blvd, 71/B820/MI, Pico
Rivera, CA 90660. Sustaining Engineering Services will be in support of
the hardware and software maintenance, operations and technical
requirements of the AN/APR-50 test line at EAFB. Contractor is required
to advise and provide technical expertise in support of periodic and
preventive maintenance of hardware, software and associated support
equipment; operational checks of the ZSR-61 system; recurring
engineering needs of the 16 TS B-2 Defensive Management System (DMS)
controls and displays (C&Ds); associated special test equipment (STE);
on-site troubleshooting and anomaly resolution of the B-2 DMS;
associated STE; data collection and reduction equipment, and analysis
thereof; foreign materiel exploitation(FME); provide the interface with
the contractor's database; provide technical and systems operations
training to the engineers and technicians who maintain and operate the
AN/APR-50 mockup and all associated support equipment. Period of
performance is from the date of contract award through 30 September
1998, plus four one-year options. All contractor personnel must be
United States citizens and must possess and maintain a Top Secret
special access required (SAR) Level IV security clearance. Contractor
must have a prior and detailed working knowledge of the design,
operation and maintenance of the ZSR-61 hardware and software, full
integrated Defensive Management System-level testing, the 16 TS test
laboratory requirements, B-2 DMS STE, special B-2 instrumentation and
data reduction hardware and software to include data reduction and
analysis, FME, B-2 aircraft systems, and their interfaces with the B-2
AN/APR-50 system. The contractor must be familiar with the technical
theory and application of VAX architecture and programming, Versa
Modular European (VME) based computer systems, X-windows programming
and applications, ETHERNET local area networks, and Military Standard
1553B data bus operations. Prospective offerors should have a working
knowledge of EC principles and equipment to include radar receiver and
transmitter systems, advanced digital signal processing and
transmission line, antenna and electromagnetic wave theory. This
acquisition will be pursued on a sole source basis under the authority
of FAR 6.302-1 (a)(2)(iii), only one responsible source and no other
supplies or services will satisfy agency requirements. All responsible
sources may submit a bid, proposal, or quotation which shall be
considered by the Air Force. Interested parties must submit a
capabilities package which addresses all requirements listed in this
announcement no later than 5:00 p.m. CT, 23 Jul 97. This synopsis is
