The successful contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform general library services. Services include but are not limited to: Administration; Circulation; Education Support; Mission Support; Marketing, Public Relations, and Programming; Reference; Customer and Staff Training; Automation; Cataloging; Technical Processing; and Collection Management. Performance period is anticipated to begin on or about 1 April 1998 continuing through 31 March 1999 with four option years. The SIC Code is 8231 with a size standard of $5.0 million. Anticipated issue date is 29 August 1997 with anticipated opening date 30 September 1997. This proposed contract is being considered as a 100 percent set-aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs), as defined by the clauseat 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the Contracting Office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as: Small Business Set-Aside.
