(703) 305-2260 The USDA, Food and Consumer Service anticipates issuing
a small business set-aside using the simplified acquistions procedures
of Part 13 of the Federal Acquisition Regulations for advisory and
assistance services for one (1) year to adapt the Food Guide Pyramid
for young children. Three distinct phases of consumer research will be
conducted: 1) focus group sessions with parents and care givers of
preschool to young primary age children; 2) pre-testing of Food Guide
Pyramid prototype materials; and 3) developing a communications plan
using the prototype materials adapted for young children. All phases of
the consumer research will be performed between September 30, 1997 and
September 29, 1998. The contractor will prepare a detailed research
plan outlining each phase of the work to be conducted. The research
plan should demonstrate a good understanding of the objectives of the
project, the role of nutrition promotion, the importance of using
educational methods directed at behavior change, and the principle and
uses of health communications and social marketing. All tasks will be
completed by September 29, 1998. It is anticipated that the
solicitation will be issued on or about July 25, 1997. Award of this
procurement is subject to the receipt of USDA departmental clearance
and approval for Advisory and Assistance Services. All requests for the
solicitation must be in writing and must include three (3)
self-addressed mailing labels (not envelopes). Telephonic or telefaxed
