Department of State, Bureau of Democracy, Huma Rights, and Labor,
through a FY-97 allocation of funds to the Department of State, will
administer a program of up to $2.5 million for activities in Burma and
along the Burmese borders to train future leaders of a democratic
Burma, to disseminate material supportive of democratic development
inside Burma, to strengthen the organizational capacity of
pro-democracy Burmese groups, and to meet pressing humanitatian needs.
The program may support activities of Burmese student groups and other
organizations located outside Burma that are designed to foster
democracy in Burna as well as the provision of medical supplies and
other humanitarian assistance to Burmese located both inside and
outside of Burma. At lease $200,000.00 of the grant funding shall be
set aside for the purpose of providing support to newspapers,
publications and other media activities that promote democracy in
Burma. Applications shall be received by 3:00pm, 31 July 1997, and
