COMMERCE BUSINESS DAILY ISSUE OF JULY 7,1997 PSA#1881Z -- INDEFINITE DELIVERY INDEFINITE QUANTITY CONSTRUCTION OCNTRACTS FOR
RENOVATION, ALTERATION AND REPAIRS AT GREAT LAKES AND THEIR FIFTEEN
STATE AREA OF RESPONSIBILITY Comments are sought on a draft of an
indefinite quantity construction solicitation for fifteen states in the
Midwest. This request is for planning purposes only and is not a
solicitation. The Governemnt will not pay for any costs incurred in
preparing a response. This procurement is for one solicitation
resulting in the award of three Indefinite Delivery Indefinte Quantity
(IDIQ) Construction Contracts to the responsible proposers whose
proposals, conforming to the RFP, will be most advantageous to the
Government resulting in the Best Value, cost or price and other factors
considered. After award of the initial contract to the three
contractors, they will compete for task orders based on either best
value or low price technically acceptable to the government through
Government/Contractor team cooperative scoping of the work. The work
will be routine renovation and repair of facilities including barracks,
administative and personnel facilities, warehouses and other similar
types of facilities with some minor construction and incidental
alteration/construction work. Each contract will be for one base year
with one option year. The total two year (base year and option year)
estimated construction cost for all three IDIQ contracts is
$15,000,000. Construction schedules will be determined for each project
at the issuance of each task order. The three Best Value contractors
will be selected for the award of either the seed project or the award
of one of the two contracts with a minimum guarantee of $100,000.00.
Normally, all three Contractors will be required to participate in all
project walk-throughs and submit proposals. Failure to participate
responsibly in walk throughs and submit proposals on task orders may
result in the Government not exercising the option to extend the
contract for an additional year. The Navy wants comments, specifically,
on the fifteen state area of responsibility and your ability/inability
to support a fifteen state geographical area. The Navy projects that
the predominance of the future work will be at the Naval Training
Center, Great Lakes, Illinois and immediate surrounding area and the
Naval Weapon Surface Warfare Center, Crane Indiana and other smaller
activities in adjacent states. The Navy is considering awarding two
contract groupings, one for Great Lakes Naval Training Center and the
states of IL, WI, MN, SD, ND, WY, CO, KS, NE, MO and IA and one for
Crane Naval Surface Warfare Center and the states of IN, MI, OH and KY.
The Navy is considering multiple awards based on geographical areas. In
addition to the geographical area, we would like your input on the size
of the contract, size of individual task orders, contractor attendance
at site visits, the number of contracts to be awarded and the method
of ordering. The SIC code for this project is 1542 and 1541 with a size
standard of $17.0 Million. The FSC code is Z199. An evaluation
preference will be given in accordance with DFARS 252.219-7008, "Notice
of Evaluation preference for Small Disadvantaged BusinessConcerns --
construction acquisitions -- test program." If interested in
