Offerors will be required to construct on a site which the Postal Service owns. The Postal Service will retain ownership of the site. The successful offeror will be required to lease the site from the Postal Service for $1.00 and construct a building to USPS standards. The Offeror will need to obtain special financing because no mortgage may be recorded against the site. Performance and payment bonds will both be required and be calculated respectively as 8.0 and 4.0 multiples of the annual rent. All responsible sources may submit an offer.
