17 -- PROCUREMENT FOR GROUND CONTROLLED APPROACH (GCA -- 2000) RADAR SYSTEM SOL F19628-97-R-0049 DUE 072597 POC Capt Rob Dumo, Contract Negotiator, 617-377-2530; Mr. David Hawkins, Contracting Officer, 617-377-5353. The Electronic Systems Center (ESC) of the Air Force Material Command (AFMC) intends to award a firm-fixed-price contract to ITT-Gilfillan Defense and Electronics, 7821 Orion Avenue, Van Nuys, CA 91409-7713 for the purpose of acquiring four (4) Ground Controlled Approach (GCA) -2000 radar systems, contract award is expected in August 1997. The contract will be issued in accordance with Federal Acquisition Regulation Part 12 Acquisition of Commercial Items and 10 U.S.C. 2304 c(2), as implemented by Federal Acquisition Regulation 6.302-2, Unusual and Compelling Urgency. This acquisition will provide the primary capability to meet Air Mobility Command's (AMC) deployable air traffic control and landing system Global Reach mission by providing an instrument approach capability to 200 feet ceiling and 1/2 mile visibility during austere/adverse weather conditions. To meet this requirement, AMC currently requires a rapidly deployable Airport Surveillance Radar (ASR)/Precision Approach Radar (PAR) system to support large-scale twenty-four (24) hour operations. This system also needs to include the following components: an operations shelter layout that incorporates communication equipment, radar controls, and displays, a Secondary Surveillance Radar (SSR) antenna, and a fiber optic interface between the sensor subsystem and operations subsystem. In addition, the system must be capable of being deployed on a single C-130, set-up in under three hours, capable of providing precision approach guidance to multiple runways and changing between them in one minute or less, and deployable/operable with as few as two controller personnel and 1 maintainer. It must also be capable of deployment within twelve (12) hours of initial notification. The contractor must be able to deliver all four systems fifteen (15) months after contract award. However, if a firm believes it is capable of performing the Government's requirements, they may identify their interest to the Government. Interested firms are requested to submit a statement of their qualifications, along with supporting documentation to ESC/TGK, 11 Eglin Street, Hanscom, AFB MA 01731-2120, Attention: Captain Robert Dumo. Responses must be received no later than ten (10) days after the date of this publication, and shall not exceed ten (10) pages. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate the offeror's concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection process. The Ombudsman should only be contacted with issues or problems that have previouslybeen brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after release of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
