synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; no written solicitation will be issued. A firm,
fixed-price quote under Request for Quotes (RFQ) solicitation number
R220Q970021 is being requested. It is anticipated the requirement will
not exceed the Simplified Acquisition Threshold (SAT). This
solicitation document incorporates provisions and clauses in effect
through Federal Acquisition Circular #90-46. This procurement is a 100
percent set-aside for Small Business Concerns. The SIC code for this
procurement is 3663, Radio and Television Broadcasting and
Communications Equipment. The Small Business Size Standard is 750
employees. The National Interagency Fire Center (NIFC), Bureau of Land
Management (BLM), radio cache has a requirement for 50 each UHF
duplexers. The BLM radio cache supports natural disaster support
personnel and persons dispatched to remote wildland fire activity
locations with communications equipment and kits. The requirement is
for small size duplexers as components of the portable incident command
repeater kits. The kit components are shipped in fiberglass containers
that also serve as mounting platforms by affixing the unit to the
container. The duplexers must be of a rugged construction designed for
mobile operation. They will be transported by truck over rough
mountain top terrain and placed with other equipment in remote areas to
form an interconnecting communications web that links forest fire
fighting personnel dispersed over thousands of acres. Kits offer a
means of coordinating support efforts and instantly relaying
information that may same lives. Standard 19" rack mounted duplexers
designed for fixed base station operation will not meet the requirement
for two reasons: 1) the mount, and 2) the tuning. The mount for a
duplexer measuring 3" H x 19" W x 9" D would normally measure about 3"
x 19". Any movement or twisting would be absorbed by the 3" mount
unless modifications made to the mount would support all of the unit's
weight and keep the unit completely stable. Only units equipped with
a stable, mobile mount will be considered. As to the the tuning, many
of the base station units are built with a variable trimmer capacitor.
Rough transport may cause these units to not stay in tune unless all
tuning controls are provided with some type of locking mechanism. Only
those units with a locking mechanism on the tuners will be considered.
Kits consist of two primary components, a repeater and a duplexer. The
duplexer unit shall be affixed to the lid by the mobile mount. At a
minimum, the duplexer shall be attached to a flat plate of .080"
aluminum measuring 7.5" x 19" so that the overall dimensions of the
plate and attached duplexer do not exceed 5.5" H x 19" W x 7.5" D. Only
units measuring this size or smaller shall be considered. The mounting
plate shall have four 1/4" mounting holes, one in each corner centered
1" from each side of the plate corner. These holes shall not be covered
in any way by the duplexer. Each duplexer with mounting plate shall
weigh no more than 10 lbs. A heavier unit could tip the lid when
batteries are changed. All duplexers shall be tunable to a frequency
range of 406 to 430 Megahertz (MHz). Thirty (30) duplexers shall have
a carrier suppression greater than 80 decibels (db) at 5.0 MHz of
transmit to receive frequency separation. The insertion loss shall be
not more than 1.5 db for either transmit or receive. The transmit power
rating shall be 25 watts continuous and the impedence shall be 50 ohms
nominal. The VSWR shall be less than 1.3:1 and the transmit, receive,
and duplex port connectors shall be the "N" type receptacle. Twenty
(20) of the duplexers shall have a carrier suppression greater than 80
db at 3.0 MHz of transmit to receive frequency separation. The
insertion loss shall be not more than 1.7 db for either transmit or
receive. The transmit power rating shall be 25 watts continuous and the
impedance shall be 50 ohms nominal. The VSWR shall be less than 1.3:1
and the transmit, receive, and duplex port connectors shall be the "N"
type receptacle. Delivery and acceptance shall be made FOB
Destination, freight charges included in the unit price, to NIFC-BLM,
3833 S. Development Ave., Boise, ID 83705-5354. Delivery shall be made
by August 25, 1997; partial deliveries will be accepted. The clause
52.212-04, Contract Terms and Conditions -- Commercial Items (Aug
1996), applies to this acquisition. There are no addenda to this
clause. The Department of the Interior Acquisition Regulations (DIAR)
clause at 1452.212-05, Contract Terms and Conditions Required to
Implement Statues or Executive Orders -- Commercial Items (Jan
1996)(Deviation), applies to this acquisition. Additional cited FAR
clauses applicable to this acquisition are 52.252-06, Authorized
Deviations in Clauses (Apr 1984), 52.252-02, Clauses Incorporated by
Reference (Jun 1988), 52.225-11, Restrictions on Certain Foreign

notice. The DIAR provision at 1452.212-01, Instructions to Offerors --
Commercial Items (Oct 1995)(Deviation), applies to this acquisition.
Under this provision, insert "...sentence #7 of this notice..." in the
first blank, insert "...SF18..." in the second blank, and insert
"...SF18..." in the third blank. There are no addenda to this
provision. An additional cited FAR provision applicable to this
acquisition is 52.252-05, Authorized Deviations in Provisions (Apr
1984). The provision 52.212-02, Evaluation -- Commercial Items (Ot
1995), applies to this acquisition. Evaluation criteria shall include:
1) ability to meet the equipment specifications, and 2) price. Price
shall be less important than specifications. Equipment shall be
evaluated on the following items, listed here indescending order of
importance: 1) mount, 2) physical size, 3) weight, 4) type of
receptacle connector, 5) carrier suppression, 6) insertion loss, 7)
VSWR, 8) all other factors. Quoters shall provide detailed
specifications sheets covering each of the evaluation criteria listed
above. Quoters shall also include completed copies of the provisions at
52.212-03, Offeror Representations and Certifications -- Commercial
Items (Jan 1997), with their quote. Requests for information regarding
