E-MAIL: C. Tom Weih, C.T.WEIH@larc.nasa.gov. NASA Langley Research Center plans to issue a Request for Offer (RFO) for Force Measurement Support Services (FMSS). The contractor will be required to provide Force Measurement Support Services (FMSS). FMSS consists of force transducer evaluation and hardware design; force transducer fabrication; strain gage application; force transducer calibration; force transducer installation and troubleshooting; instrumentation repair, calibration and maintenance; force transducer exigency requirements; force transducer and task processing and record documentation; metrology and computer programming and maintenance. The scope of the work is to provide daily operations for Langley Research Center s Aerospace Research and Development programs, through engineering design, drafting, instrumenting, repairing, calibrating and completely evaluating existing force and strain measuring instrumentation. The contractor must be prepared to perform exigency requirements on a 24 hour, 7-day-week basis. The contractor will be required to maintain traceability to the National Institute of Standards and Technology (NIST) for all calibration laboratory standards including load cells, torque wrenches, scales, analytical balances, and bi-annual certification of all force transducer calibration weights. Approximately 30 percent of the effort will be performed on-site at NASA LaRC. A cost-plus-incentive fee contract is contemplated with a total potential period of performance of 5 years, commencing December 1, 1997. The period of performance includes a 1-year initial period and four 1-year option periods. It is anticipated that 100 percent of the work under this contract will be accomplished under completion form of contract as defined in paragraph 16.306 (d) (1) and (2) of the FAR, and will be performance-based with the contractor performing and being evaluated against specific performance standards/metrics. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. The Goverment does not intend to acquire a commercial item using FAR PART 12. See Numbered Note 26. This procurement is a total small business set-aside. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about August 1, 1997 with an anticipated offer due date of on or about September 15, 1997. An ombudsman has been appointed -- See Note "B".
