synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number N00164-97-Q-0323
is issued and the incorporated provisions and clauses are those in
effect through through Federal Acquisition Circular 90-45 and Defense
Acquisition Circular 91-11. This procurement is set-aside 100 percent
for small business. The Standard Industrial Code is 3826. The Small
Business size standard is 500 employees. This action is for one each
Scanning Probe Microscope System (SPM). The salient characteristics
provides the minimum requirements for the system which will be used to
analyze the mechanical property differences between aged and unaged
plastic bonded explosives, propellants and pyrotechnics. The system
will be an Atomic Force Microscope (AFM) system that will provide force
modulation and phase detection capabilities. The system will provide
contact, non-contact and intermittent contact AFM. Access to Explosives
Sciences Branch technical applications can be included as part of the
system procurement. The SPM will consist of controller, stage,
electronics, scanning head, software, high-performance active noise
cancellation system, cantilevers, chip carrier, and installation and
training. The SPM system will include the following: SPM Controller and
Software -- Includes software for data acquisition and image
processing, data analysis and presentation; 100 MHZ Pentium computer
with Windows 95 operating system, 16 MB RAM, 1 GB hard disk, 11/2: 1.4
MB floppy drive, 17" high-resolution color monitor, and DSP-based
control electronics. Supports the closed-looped scan control utilizing
optical detection positioning. Controller electronics must be
compatible with Pieze cantilever sensing devise. SPM Stage and
Electronics with Optics -- Large-sample motorized 200mm air-bearing
stage with 2.5 micron resolution. Includes sample vacuum chuck,
automated approach system and user programmable sites list. Optical
microscope provides on-axis optical view of both the cantilever and the
sample for more versatility in sample positioning and general ease of
use. Includes a 20x objective lens for use with the optical microscope,
color CCD camera with motorized zoom and 13" color monitor. Scanning
100 Micron Head for SPM -- Microscope head for contact,
intermittent-contact, non-contact AFM, LFM, STM*, MFM*, EFM*, and
Nanolithography* operation using Microlever or Ultralever cantilevers.
Scanning head allows scan ranges up to 100 microns (z range 7.5
microns_ and includes a closed-loop scan control system. Also includes
9.9 micron-pitch calibration grating. Basic instrument has all the
necessary electronics to support all the modes listed, but certain
modes will require additional hardware or software. *STM requires STM
option for SPM Heads, MFM requires MFM tool kit, EFM requires EFM tool
kit, Nanolithography requires Nanolithography software. Acoustic and
Vibration Isolation System -- Includes an acoustic isolation dome and
an air vibration isolation table specified for use with ambient SPM's.
SPM Cantilever Assortment and Chip Carriers -- An assortment of
mounted and unmounted cantilevers for C-AFM, IC-AFM and NC-AFM.
Includes: 25 mounted sharpened Microlevers, 25 unmounted contact
Ultralevers, 25 mounted non-contact Ultralevers and chip carriers for
both mounted and unmounted cantilevers. Installation and Training --
Includes installation at customer site and basic operational training
by a service engineer. SPM Materials Analysis Package -- For performing
force modulation and phase detection microscopy with SPM systems.
Includes MAP module, sample actuator, Plot software and test sample.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. Contract Data
Requirements List will be then be provided upon request. The Government
anticipates issuing a Firm-Fixed- Price Purchase Order. The shipping
terms will be F.O.B. Naval Surface warfare Center, Crane, IN with the
inspection/acceptance at destination. Delivery will be required within
45 days from contract award. The following provisions apply to this

Equal; The contractor shall extend to the Government the full coverage
of any standard commercial warranty normally offered in a similar
commercial sale, provided such warranty is available at no additional
cost to the Government. Offerors responding to this announcement must
provide the information contained in 52.212-1, Instruction to Offerors
-- Commercial Items and must include a completed copy of provision
52.212-3, Offeror Representations and Certifications -- Commercial
Items. The offeror should also provide its Commercial and Government
Entity (CAGE) code, Contractor Establishment Code (DUNS number) and Tax
Identification Number. If a change occurs in this requirement, only
those offerors that respond to this announcement within the required
timeframe will be provided any changes/amendments and considered for
future discussions and/or award. The offerors written quote and the
above required information must be received at this office on or before
