combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation (FAR),
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation,
proposals are being requested and written solicitation will not be
issued. NOTICE: At the end of this synopsis/solicitation, the following
note will appear: END OF TEXT. If the copy that the prospective offeror
receives stops before this point, s/he has not received all of the
information required. This is usually the result of editing by the

full version will be faxed to you. Solicitation #N00421-97-Q-1118 is
issued as a Request For Quote (RFQ). The incorporated document,
provisions, and clauses are those in effect through Federal Acquisition
Circular 90-45 and Defense Acquisition Circular 91-11. This action is
not set aside for small business. . The government intends to solicit
and negotiate the proposed contract on a sole source basis with the
Barbour Stockwell Company, 83 Linskey Way, Cambridge, MA 02142 for the
procurement of CLIN 0001: (3 Qty) Microprocessor Control (P/N TC2R);
CLIN 0002: (1) Throttle Valve (P/N 1820-3-140) 3" throttle control
valve to interface with CLIN 0001; CLIN 0003: (2) Throttle Valve (P/N
1820-2-140) 2" throttle control valve to interface with CLIN 0001; CLIN
0004: (2) Selenoid Valves (P/N 1847) 3" valves for On/Off accelerate
and decelerate air control (Power 120 VAC 60 hz); CLIN 0005: (4)
Solenoid Valves (P/N 1830) 2" valves for On/Off accelerate and
decelerate air control (Power 120 VAC 60 hz), under the authority of
FAR 6.302-1 (ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR
SERVICES WILL SATISFY AGENCY REQUIREMENTS). Control and valves control
airflow and pressure to air turbines from 75 SCFM to 3250 SCFM at 140
psig air source at 40F to 160F. All user inputs via industrial keypad
or optional RS232 port. Operational requirements for CLIN 0001 --
Manual mode: Value set from 0-100% open (1% increments), solenoid value
on/off control, Automatic Mode: Value throttles for controlled speed
rates and setpoint accuracy's solenoid on/off control. Performance
requirements for CLIN 0001- Performance (in automatic mode user
inputs): Ramps rate rpm/sec.; Single cycle speed points and dwell time
for up to 128 points; Selectable number of cycle repeats control then
shut down; Speed input via 6 or 60 tooth wheel; Target speed accuracy
0.06% or 10 rpm; Overshoot control 0.1% of target speed or 10% ramp
rate; Speed readout range 999,999rpm, accuracy readout +/-0.0025%, 2 hz
update rate; Overspeed trip setting to shutdown, 0.1 second trip time;
Shutdown on up to eight user N/O or N/C inputs; Faults retrievable,
speed recorded; Three DC relays (2 amp) switches actuate at preselected
speeds; Speed output to strip chart recorder; Accept optional remote
control via RS232 port; and Power 120 VAC, 60Hz. The Barbour Stockwell
Company has specifically designed and developed the control and valves
to operate and control the Barbour Stockwell air turbines being used by
the Navy. This notice of intent is not a request for competitive
proposals. However, interested parties may submit a proposal in which
they identify their interest and capability. All proposals received by
24 July 1997 will be considered by the government solely for the
purpose of determining whether to initiate a competitive procurement.
The government reserves the right to process the procurement on a sole
source basis based upon the responses received. The government will
not pay for any information received. The following FAR and DFARS
clauses are applicable to the solicitation: FAR 52.204-3 Taxpayer
Identification (MAR 1994), FAR 52.212-1 Instructions to Offerors --
Commercial Items (Oct 1995) is incorporated by reference and applies to
this acquisition. The government intends to award this sole source
action to the Barbour Stockwell Company. Therefore, the provision at
52.212-2 Evaluation -- Commercial Items (Oct 1995) does not apply to
this acquisition. The government will evaluate Barbour Stockwell
Company's proposal for fair and reasonableness, in accordance with FAR
Part 15, before making an award. Each offeror shall include a
completed copy of the provisions at FAR 52.212-3 (MAR 1996), Offeror
Representations and Certifications -- Commercial (OCT 1995) with its
proposal. FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items (OCT 1995), is incorporated by reference and applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Executive Orders -- Commercial Items (JAN 1996),
is incorporated by reference, however, for paragraph (b), only the

Acquisitions of Commercial Items (NOV 1996) WARRANTY -- The contractor
shall extend to the government full coverage of any standard
commercial warranty normally offered in a similar commercial items.
Acceptance of the warranty does not waive the government's right with
regard to the other terms and conditions of this contract. In the event
of a conflict, the terms and conditions of the contract shall take
precedence over the warranty. The warranty period shall begin upon
delivery and acceptance of the refurbished item. This is a DO rated
