The U.S. EPA has a requirement for replacement components for existing modules in the Post Cat line on the MEXA 7500D-EGR System. This sampling and analysis system supplements an existing system being used in the PNGV test site. This supplemental system will be integrated with the existing MEXA 7500D-EGR analysis bench delivered under Contract #68-C4-0081. The PNGV testing system requires two heated modules in order to perform PNGV catalyst testing. The software interface already exists in the procured system and the EPA intends to negotiate a contract with Horiba Instruments, Inc., on a Sole Source basis to supply/integrate the module with the existing system. Negotiations shall be conducted pursuant to the authority of 42 USC 253(c)(1), which allows for negotiation without full and open competition if there is only one responsible source. The basis for this determination is that Horiba Instruments is the only contractor who can integarte this module with its existing system which has already been completed under contract 68-C4-0081. It is critical for compatibility/integration that Horiba's module be utilized. THIS IS NOT A REQUEST FOR PROPOSAL.
