commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the solicitation only; proposals
are being requested and a written solicitation will not be issued.
Solicitation number F11623-97-T3063 is issued as a request for
quotation (RFQ). The solicitation document and incorporated provisions
and clauses are thos in effect through Federal Acquisition Circular
90-45. This solicitation is unrestricted and the associated standard
industrial classification code is 3842. The Small Business
Competitiveness Demonstration Program is nt applicable. CLIN #1, one
thousand, three hundred forty-five each Soft Body Armor, ballistic
protection, level IIIA protection as defined by National Institute of
Justice (NIJ) stnadards. NIJ certification required. One size fits all
requirement. Vest shall be adjustable to fit a small, medium, ir large
frame male or female person, while maintaining side protection to the
wearer. Body armor material shall have a composite matrix so the
material does not shift when hit by a projectile, be waterproof and
resistant to UV light degradation. Vest area density shall not exceed
1.1 pounds per square foot. Armor material shall be covered with
lightweight fabric in panel form. Armor material shall be of a fabric
that will not degrade when washed. Material should be fire resistant,
able to withstand high temperatures without burning. Vest should have
panel covers (sewn in pockets) to allow additional plates to be
inserted for a higher level of protection. Vest shall have silent,
quick release adjustment buckles at the waist. Vest is to be upgraded
to a Level IV protection by the insertion of ballistic plates. Total
weight of vest at Level IV protection shall not exceed 7 pounds. Color
black or brown. Manufacturer is Survival Inc, phone number

or equal. Dates, places of delivery and acceptance; quantity and FOB
points are Dyess AFB TX (35 ea); Little Rock AFB AR (35 ea); Travis AFB
CA (600 ea); McGuire AFB NJ (6600 ea); Ramstein AB Germany (35 ea), and
Kadena AB Japan (40 ea). The provision at 52.212-1, Instructions to
Offerors -- Commercial Items, applies to this acquisition, without
addenda. The provision at 52.212-2, Evaluation -- Commercial Items does
not apply. Evaluation procedures using 13.106-2, simplified acquisition
procedures, apply. Offerors are to include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items, with its offer. Clause at 52.212-4, Contract Terms
and Conditions -- Commercial Items, applies to this acquisition,
without addenda. Clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition, as well as clauses 52.222-26; 52.222-35;
52.222-36; 52.222-37 and 52.225-3. Additional requirement is a standard
one year warranty, parts and labor, and or equal quotations must
include complete specifications/technical data for evaluation. If not
provided, offer will not be evaluated. The Defense Priorities and
Allocations System (DPAS) does not apply. There are no applicable CBD
numbered notes. Written offers are due by close of business, 21 July
