The Naval Research Laboratory intends to negotiate using Simplified Acquisition Procedures on an other than full and open competitive basis with the University of California, San Diego (UCSD) to provide the personnel and expertise to perform joint experimental research on the Laser Synchrotron source (LSS) experiment at the Naval Research Laboratory RF electron gun and T3 laser facility. The University of California is the only known source with experience in analyzing LSS numerical simulations. The University of California developed the programs and algorithms required in the simulation of the LSS experiments. (0184)
