This effort is a sole source contract to Eleron. The objective of this effort is to acquire Eleron as the design authority for the Baseline Security System (BLSS) which provides the framework for testing security equipment alternatives. In this capacity, Eleron will design the BLSS, provide the Techical Test Bed (TTB) Contractor with technical advise on installation of the BLSS, assist with the selection and testing of security equipment, and support the MOD in the day-to-day operations of the BLSS. The U.S. DoD and the Russian Federation Ministry of Defense (MOD) signed a Nuclear Weapons Security Agreement to improve the security of MOD sites storing nuclear weapons scheduled for dismantlement and elimination. In order to test equipment other than Russian for possible use at MOD storage sites, a joint DoD-MOD TTB will be established at Sergiev Posad in Russia. This action requires the Russian organization, Eleron, to assist the establishment of the TTB. The Defense Special Weapons Agency (DSWA) plans to award a sole source contract to Eleron. DSWA believes that Eleron is the only source possessing the existing technical expertise to meet this program requirement within the time required and DSWA available funding. Any other firm desiring consideration must fully identify its capability to perform this requirement.
