pc-ct@ct-ngnet.army.mil. Architect-Engineer services are required to
design the replacement of facilities at the 103rd Air Control Squadron,
Boston Post Road, Orange, CT; which includes the following. Design of
three new facilites and the alteration of a fourth equaling 50,800
square feet; design of demolition of the existing facilites,
replacement of all utilities, paving and landscaping. The selected A-E
firm shall provide Type "A", "B", and "C'" services for this project.
Type "A" services shall include, but not be limited to, a Master Plan
for the Base, an Economic Analysis, field surveys, investigations,
testing, excavations, research, examinations, and measurements required
to obtain data essential to the performance of Type "B" services. Type
"B" services shall include but not be limited to calculations,
designs, cost estimates, drawings and specifications of a quality and
completeness for bidding. Design shall be based on a Project Book to be
furnished by the Government and on conclusions reachedd during Type "A"
services. Type "C" services shall include all labor, equipment and
materials required for the complete construction supervision and
inspection, review of submittals and material testing. Estimated start
date is December 1997 with a mandatory completion of December 1998.
Evaluation Factors(in order of importance) are as follows: 1.
Professional Qualifications necessary for the satisfactory performance
of required services. 2. Specialized experience and technical
competence in the type of work required. 3. Capacity to accomplish the
work in the required time. 4. Past performance in terms of cost
control, quality of work, and compliance with performance schedules. 5.
Location in the general geographical area of the project and knowledge
of the locality of the project. 6. Demonstrated success in prescribing
the use of recovered materials and achieving waste reduction and energy
efficiency in faciltity design. 7. The volume of work awarded by DoD
during the previous 12 months to promote equitable distribution of work
among qualified firms. The estimated scope of the Construction is
between 5,000,000 and 10,000,000. THIS IS NOT A REQUEST FOR PROPOSAL,
