D -- PROVIDE ENHANCEMENTS TO THE NATIONAL OMBUDSMAN REPORTING SYSTEM (NORS) POC Cheryl L. Howe (202) 690-5552 The Department of Health and Human Services intends to negotiate with the University of Louisville, Raymond Kent School of Social Work, Louisville, KY 40292 on a sole source basis under authority of FAR 6.302-1 to develop and build into their OmTrak software elements for documenting and tracking referrals of complaints made to state and local long term care ombudsman programs pertaining to Medicare and Medicaid fraud, waste and abuse (FWA), under the departmental initiatives Operation Restore Trust (ORT) and ORT/PLUS. The Kent School developed the OmTrak software to collect and analyze information on complaints and other activities of the statewide ombudsman programs, in conjunction with the National Ombudsman Reporting System (NORS). NORS was required to be used in all states for the annual ombudsman reports beginning in FY 1996. Currently, more states (14) use the OmTrak than any other single software product to collect data required for the NORS, and other states have indicated that they would use it if technical support for it continued to be available and if it were available in a Windows environment rather the DOS environment currently in use. Further, and most importantly, although other ombudsman data collection software products are in use, OmTrak is the only system used by two or more states which also participated in ORT and are participating in ORT/PLUS; thus, it is the software chosen for modification to collect, on a pilot basis, information on ombudsman complaints and referrals pertaining to Medicare and Medicaid FWA allegations. The professional and technical staff who developed the OmTrak are the only individuals who fully understand both the technical codes and outproducts of OmTrak and the AoA ombudsman reporting system. They are all currently still employed by the Kent School and have been providing the technical support for the DOS version. They are known and acknowledged as experts in the field since they are currently working with the states in supporting OmTrak. It is therefore believed that the Kent School is uniquely qualified to perform this requirement. The purpose of this synopsis is to determine whether there may be other sources with the requisite background and qualifications to perform the work described above. Any organization capable of performing similar services should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above.
