Headquarters, Military Traffic Management Command intends to procure transportation services for the movement of approximately 70,000 to 80,000 privately owned vehicles (POVs) annually for military members and civilian employees of the U.S. Government between CONUS sites and Belgium, England, Germany, Italy, Netherlands, Puerto Rico and Hawaii. The contractor selected will assume all responsibility and costs for receipt/delivery, processing, and transportation of the POV from the point where the POV is received from the customer to the destination where the POV is delivered to the customer. The contractor's responsibilities will include (1) operating multiple vehicle processing centers (VPCs) in CONUS and overseas locations (OCONUS) to receive/deliver customers' POVs, preparing POVs for shipment, and ensuring all necessary agriculture and customs clearances are accomplished; (2) arranging for and/or providing inland and ocean transportation of the POVs between VPCs; (3) providing information on the status and location of POV shipments as well as other program information; and, (4) resolving POV loss and/or damage claims with customers. MTMC expects to award a single, firm fixed price requirements contract for a two-year base period with three one year option periods. The solicitation is expected to be issued on or about 18 Jul 97. The anticipated period of performance for the base period is 1 Nov 97 through 31 Oct 99. A preproposal conference will be held approximately two weeks after issuance of the solicitation. The preproposal conference date, time and location will be specified in the cover letter to the solicitation.
