Renovation of the San Juan, Puerto Rico, Laboratory Facility. Work at FDA's San Juan facility includes, but is not limited to, renovating the main laboratory Building 1 North wing into a laboratory complex with support spaces and new electrical substations serving the campus buildings. The plan includes single and multi-module laboratories, support spaces, and administration areas. Work includes replacement and extensions to existing mechanical, electrical, plumbing and fire protection systems, as well as construction of roofing system replacement, roof top units, and roof exhaust fans; preparation of shop drawings, as-built drawings and operation manuals. Construction shall be completed in two separate phased to allow continued partial occupancy by Government personnel. Work to portions of the project area contained in "Phase 2" shall be performed only after completion and acceptance of areas contained in "Phase 1." A fixed price contract is contemplated with a 248 calendar day period of performance. The estimated cost of construction is between $1,000,000 and 5,000,000. The solicitation issue date is on or about July 11, 1997, and the bid opening date will be approximately 30 days later. This requirement is open to all qualified sources. Solicitation packages are available at a non-refundable cost of $50.00 per set and only company checks or money order, made payable to the Food and Drug Administration will be accepted. A bid bond is required with the bid submission, and performance and payment bonds will be required from the awardee.
